Background

Iraq suffered a series of wars: The Iran-Iraq War in 1980, the Gulf War in 1990 and the Iraq War in 2003. Even after the wars ended, the lives of the Iraqi people remained difficult and issues related to refugees and internally displaced persons (IDPs) raised serious humanitarian concerns. Japan provided refugee relief supplies to UN agencies such as the Office of the United Nations High Commissioner for Refugees (UNHCR) and the World Food Programme (WFP) which were conducting humanitarian activities for the refugees and the IDPs in Iraq.
