In “Relay Messages from Japanese Peacekeepers”, we look back on the history of Japan's international peace cooperation through messages delivered by prominent figures who are well versed in international peace cooperation as well as former members of International Peace Cooperation Corps in commemoration of the 20 years since the enactment of the International Peace Cooperation Law.

No.4  Colonel Toru Namatame

Colonel Namatame is currently Head of the Coordination Office in South Sudan. After graduating from the National Defense Academy in 1989, he was enlisted into the Ground Self-Defense Force, and he worked in the International Peace Cooperation Corps in Mozambique and the Iraq Reconstruction Assistance Unit. He has been appointed Commander of the 9th Engineering Battalion, Military Attaché of the Permanent Mission of Japan to the UN , and International Regional Coordinator of the 2nd Operations Division, Operations Department, Joint Staff Office, among other positions.

No.3  Mr. Shigeru Yotoriyama

Born in 1962 in Gumma Prefecture: LL. B., University of Tokyo, 1986; MPP, Harvard Kennedy School, 1992: Since March 2012 he has been assigned as the Chief of the Yamagata Prefectural Police Headquarters, following the assignments of the Director, Fourth Investigations Division, Metropolitan Police Department; Director General of the Criminal Investigations Department, Saitama Prefectural Police Headquarters; Director for Economic Crime Investigations, National Police Agency, etc.

No.2  Dr. Hideki Kobayashi

After joining the Ground Self Defense Force as Lt Colonel in 1990, Dr. Kobayashi served in various posts including Chief of Dept. of Surgery of the SDF Central Hospital, Army Surgeon of the Northern Army, Chief of Plans & Administration Office of the Medical Dept. in the Ground Staff Office ( GSO ), Commander of the SDF Kumamoto Hospital, Director of the Medical Dept. in the GSO , Commander of the SDF Sapporo Hospital and Vice Commander of the SDF Central Hospital.
Currently he serves as Commander of the SDF Central Hospital.

No.1  Mr.Yasushi Akashi

Started working in the UN in 1957, served as Under-Secretary-General for public information, disarmament affairs and then humanitarian affairs, and appointed Special Representative of the UN Secretary-General to the former Yugoslavia, and then SRSG of the United Nations Transitional Authority in Cambodia ( UNTAC ).
He is currently Representative of the Government of Japan for Peace-Building, Rehabilitation and Reconstruction in Sri Lanka, and Chairman of the International House of Japan.

Special Edition  Mr. Lou Oshiba

Special Edition  Mr. Lou Oshiba

Born in Shinjuku, Tokyo in 1954, Lou Oshiba is an entertainer for variety shows. He sang a song called “Mottainai” (what a waste) in the NHK TV show in 2007. Since then, he has been actively engaged in environmental activities such as cleaning up the woodlands of Mt. Fuji. Also, as a reporter of the TV Tokyo program “Chikyu Voce”, he visited Haiti in 2010 and South Sudan in 2011. He is actively engaged as a “messenger boy” for international cooperation.
